INFORMATION UNDER SECTION 4(1)(b) OF RIGHT TO INFORMATION ACT 2005


    The State Legal Services Authority with its agencies at District and at 108 Mandal headquarters are functioning to achieve the triple objects of the Legal Services Authorities Act in the State as follows:


      i.
      The State Legal Services Authority conducts firstly : Legal Literacy Camps to create legal awareness what we call as rising people from ignorance to legal literacy with regard to various welfare legislations, rights & duties there under and about the Schemes and welfare measures being implemented by various governmental departments. The State Authority also provides, secondly : legal assistance to the eligible category of people for filing or defending their cases before the courts at all the levels so as to ensure that opportunities for securing justice are not denied to any citizen by reason of economic or other disabilities. We are also organizing thirdly : lok adalats for settlement of pre-litigation and pending litigation matters without any expenditure or loss of time. The lok adalats are available throughout the State for providing speedy and inexpensive justice.


      ii.
      The State Legal Services Authority is functioning under the guidance and leadership of the Hon?ble Chief Justice of A.P, as Patron-in-Chief, and Hon?ble Smt Justice T.Meena Kumari, Judge, High Court of Andhra Pradesh as the Executive Chairperson. Sri Y.Reddeppa Reddy, District and Sessions Judge is the Member Secretary, and Sri T.Venkateswara Reddy, Senior Civil Judge is the Administrative Officer. The State Legal Services Authority through its officers and employees is discharging its duties as provided under the Legal Services Authorities Act, 1987, A.P.State Legal Services Authority Rules, 1985 and A.P.State Legal Services Authority Regulations, 1996 framed there under.


      iii.
      The decision making process commences by way of office note and decisions will be taken with the approval of the Hon'ble Patron-in-Chief and Hon?ble Executive Chairman, A.P.State Legal Services Authority as the case may be.The policy decisions are being taken with the kind approval of the Hon'ble Patron-in-Chief and Hon?ble Executive Chairman.Other decisions, if any, will be taken by the Member Secretary who is the senior most District and Sessions Judge.The decisions are being implemented through the process of records by the office consisting of officers and employees.


      iv.
      The State Legal Services Authority for the purpose of discharging its functions set norms by way of circular instructions to implement the decisions without any loss of time through its offices at districts and mandals. The decisions and schemes and programmes are being communicated to all its agencies from time to time with suitable instructions for its implementation.


      v.
      The State Legal Services Authority under the provisions of Legal Services Authorities Act, 1987 formulated the following rules and regulations.

        a.A.P.State Legal Services Authority Rules, 1995.

        b.A.P.State Legal Services Authority Regulations, 1996.


      The State Authority issues instructions analogous to what is being done by High Court in respect of Subordinate Courts by way of letters and circulars to its agencies particularly through District Legal Services Authorities for implementing the schemes and programmes and the decisions taken by the State Legal Services Authority. All its offices maintain records pertaining to the applications received for legal services, the cases settled before lok adalats and the routine office records.


      vi.
      The documents held by the offices are

      a.The routine office records, accounts, and correspondence.

      b.Applications received for legal services together with its correspondence.

      c.The records relating to lok adalats and copies of Awards in the cases settled before lok adalats constituted by the respective legal services authority / committee.


      vii.
      The State Legal Services Authority holds meetings with its members drawn from various categories as provided under the Act. After thorough discussion, policy / schemes and programmes are being formulated and steps are being taken for their implementation.


      viii.
      The Andhra Pradesh State Legal Services Authority, Andhra Pradesh High Court Legal Services Committee, District Legal Services Authorities and Mandal Legal Services Committees holds statutory meetings from time to time as provided under the rules and take decisions on the items of agenda. Such meetings are for the members of those authorities / committees only but the decisions taken by those authorities / committees are for the benefit of the general public. However, these meetings are not open to the public and the meeting presided by the Hon'ble High Court Judges, District Judges and Judicial Officers as the case may be at their respective levels.The minutes of those meetings are recorded and decisions are communicated to all the concerned for implementation

      x.
      The officers and employees are entitled for the salaries in respect of their categories as fixed by the State Government from time to time.


      xi.
      The Legal Services are meant for various beneficiary groups as provided under the Act.The services are available to those eligible category of persons at various courts right from mandals to state headquarters at Hyderabad.

      The following are the categories of eligible persons:

      a.a member of a scheduled caste or scheduled tribe;

      b.a victim of trafficking in human beings or beggar as referred to in Article 23 of the Constitution;

      c.a woman or a child;

      d.a person with disability as defined in clause (i) of Section 2 of the Persons with Disabilities (Equal opportunities, Protection of Rights and Full Participation) Act,1995.

      e.a person under circumstances of underserved want such as being a victims of a mass disaster, ethnic violence, caste atrocity, flood, drought, earthquake or industrial disaster; or

      f.an industrial workman;or

      g.in custody, including custody in a protective home within the meaning of clause (g) of Section 2 of the Immoral Traffic (Prevention) Act, 1956, (104 of 1956), or in a juvenile home within the meaning of clause (i) of Section 2 of the Juvenile Justice Act, 1986 (53 of 1986) or in a psychiatric hospital or psychiatric nursing home within the meaning of clause (g) of Section 2 of the Mental health Act, 1987 (14 of 1987); or

      h.in respect of annual income less than rupees fifty thousand or such other higher amount as may be prescribed by the State Government, if the case is before a court other than the Supreme Court, and less than rupees fifty thousand or such other higher amount as may be prescribed by the Central Government, if the case is before the Supreme Court.


      xiii.
      All the details and information are available in the office in the form of records /files only and not reduced in electronic format. The citizens can obtain information relating to these authorities either in person or by sending written representations either by post or by fax or by e-mail.


      xv.
      No library or reading rooms are maintained by this authority for the public use.


      xvi.
      The Administrative Officer, Andhra Pradesh State Legal Services Authority,is the Public Information Office at State Office.

      The Section Officer, State Legal Services Authority shall be the Assistant Public Information Officer at this office.

      The Section Officer, A.P.High Court Legal Services Committee shall be the Assistant Public Information Officer for that Committee.

      The Senior Assistant, District Legal Services Authority of each District Legal Services Authority shall be the Assistant Public Officer in respect of that District Legal Services Authority.

      The Typist-cum-Assistant of each Mandal Legal Services Committee shall be the Assistant Public Information Officer of that Mandal Legal Services Committee.
